What if you wanted to ask: WHO IS THAT?
You would say: Qui est-ce?*
Which you would reply: C'est (insert name)
EXAMPLE...
Caleb: Qui est-ce?
Jacqueline: C'est Richard!
Caleb: Merci.
and if you wanted to ask: WHAT IS IT?
you simply say: Qu'est-ce que c'est?
which you would reply: C'est (insert item)**
*Recommend that you find audio to hear how it's said. Also est-ce just means question...
